ATM Gene Linked To Increased Pancreatic Cancer Risk

A study in Cancer Discovery says mutations in the ATM gene may increase the hereditary risk for pancreatic cancer.

Pancreatic cancer is one of the most morbid cancers, with less than 5 percent of those diagnosed with the disease surviving to five years. Approximately 10 percent of patients come from families with multiple cases of pancreatic cancer.

Using next-generation sequencing, including whole genome and whole exome analyses, they identified ATM gene mutations in two kindreds with familial pancreatic cancer. When those initial findings were examined in a large series for patients, ATM mutations were present in four of 166 subjects with pancreatic cancer but were absent in 190 spousal control subsets.?

Knowledge of the presence of the ATM gene could lead to better screening for pancreatic cancer, the fourth most common cause of cancer-related death, but there are currently no recommended screening tests. Many doctors use endoscopy as a screening tool for pancreatic cancer, but researchers are still evaluating this technique in clinical trials.

"There was significant reason to believe this clustering was due to genetics, but we had not, to this point, been able to find the causative genes that explained the cluster of pancreatic cancer for a majority of these families," said lead author Alison Klein, Ph.D., associate professor of oncology at the Sidney Kimmel Comprehensive Cancer Center at Johns Hopkins and director of the National Familial Pancreas Tumor Registry.

Rick Santorum is in third place in Iowa, new CNN poll says (The Ticket)

DUBUQUE, Iowa -- After spending a majority of the campaign season at the bottom of the polls, Rick Santorum is seeing a last-minute rise in Iowa just days before the Republican caucuses, according to a CNN survey released Wednesday.

The poll of registered Republicans in Iowa shows Mitt Romney leading with 25 percent, Ron Paul in second with 22 percent and Santorum in third with 16 percent, his largest showing yet. Newt Gingrich, who led in the state just a few weeks ago, was fourth with 14 percent. The poll has a margin of error of plus or minus 4 percentage points.

When asked about the new poll numbers during a campaign stop at a furniture store here on Wednesday afternoon, Santorum said he had heard of them yet.

"I feel very, very good about how things are going and it's nice to see that reflected in some of the polls, but we have a lot of work to do. A lot of work," he said when a reporter informed him of his new standing in the state.

Keating Holland, the polling director for CNN, says most of Santorum's support comes from religious conservatives:

"Most of Santorum's gains have come among likely caucus participants who are born-again or evangelical, and he now tops the list among that crucial voting bloc, with support from 22 percent of born-agains compared to 18 percent for Paul, 16 percent for Romney, and 14 percent for Gingrich."

The Mercer Island sixth grade select ETL basketball team won the Redmond Select basketball Holiday Tournament in mid-December.

The team beat Issaquah in the championship game 54-27 to bring home the trophy. The Islanders won six games during the tournament.

The team includes: Justin Ho, Matt Boissoneault, Will Hamilton, Nate Hillard, Ethan Eason, Griffin Emanuels, Giovani Rocha, Greg Fuchs. Parker Simpson, Alex Platou, Reed Martinez and Hunter Bauman. They are coached by David Loutsis.

Canada offers Arctic option: relief wells, with some exceptions

Companies planning to explore Canada?s Arctic offshore region have been given a chance to show they can ?meet or exceed? the National Energy Board?s policy to kill an out-of-control well, otherwise the federal regulator will stick with its same-season relief policy.

In updating its rules, which included consideration of BP?s Macondo well blowout in the Gulf of Mexico, the NEB said in a 53-page report it remains determined to ?minimize harmful impacts? to the Arctic environment by requiring operators to sink a relief well in the same summer season that a well begins to leak uncontrollably.

But it has given companies a de facto exemption to demonstrate that they can apply new technologies to cap a blowout.

It is not yet clear whether that will open the way for Imperial Oil, ExxonMobil, BP and Chevron to file exploration applications in 2012 to explore their Beaufort Sea leases.

?Filing requirements set out the technical information we will need to see in future applications for offshore drilling in the Canadian Arctic,? said NEB chair Gaetan Caron.

?These new requirements provide clarity to future applicants and to those who will provide input into the board?s decision to approve or deny an application for a well in the Arctic.?

Chevron says not feasible

Imperial, as operator, and ExxonMobil each hold 25 percent of the Ajurak-Pokak joint-venture covering two deepwater exploration blocks in the Beaufort, with BP holding the remaining 50 percent. The partnership secured the rights by making combined work commitments of almost C$1.8 billion.

Chevron has two exploration licenses covering a total 1,200 square miles immediately west of the joint-venture properties and is hoping to start seismic work in the 2012-14 period.

In its submission to the NEB?s 18-month consultation with northern communities, the industry and environmentalists, Chevron said the same-season relief well requirement ?would likely not be feasible as drilling moves into deeper water areas, with more complex wells and with more challenging ice conditions than were experienced in the initial phase of Canadian Beaufort exploration 20 to 35 years ago.?

It said the NEB should require drillers to stop uncontrolled flows in the same season that they started, but not necessarily with a relief well.

Chevron has already indicated it is developing a new-generation blowout preventer which it believes would make relief wells unnecessary.

Imperial focused on prevention

James Hawkins, Imperial?s Arctic operations manager, said in a letter to the NEB that his company?s ?primary approach to well control is prevention.

?While it is important to have a relief well plan that has been subject to rigorous review and approval by the NEB, a requirement for same-season relief well capability is generally neither practical nor necessary,? he said.

But the leaseholders, along with ConocoPhillips, say they need more time to study what impact the new stipulations will have on their exploration plans.

However, the NEB does not rule out the use of enhanced prevention technology to avoid the same-season rule, although it said prevention alone will not suffice.

It said NEB panels will now determine whether companies can ?depart from? the relief well rule.

CAPP: Some flexibility

The Canadian Association of Petroleum Producers said the new rules offer some flexibility for companies to ?innovate and apply new technologies.?

In its submission, CAPP said 132 wells have been drilled in the Canadian Arctic, 89 in the Beaufort, with no significant oil spills.

Bharat Dixit, the NEB?s technical leader of exploration and production, told the National Post that the ice pack makes the Beaufort a ?closed ocean? for much of the year, which prompted the NEB to introduce its single-season relief well policy to prevent uncontrolled wells from leaking through the winter.

He said the NEB is confident drilling can be conducted safely in the Arctic provided companies follow recommendations on proper management and training, use a measured pace on development that includes ?pauses? before critical or dangerous work and have a proper spill response plan in place.

Trevor Taylor, policy director at the Pew Center?s Oceans North Canada group, said the NEB?s review is a ?positive first step,? although it is not clear ?what you need to do in order to drill in the Arctic.?

?The industry has been saying they can do it safely, so I think the ball is in industry?s court right now when it comes to demonstrating to regulatory bodies, the NEB in particular, that they?re able to meet requirements,? he said.

However, Taylor warned that ?there?s always going to be the risk? of a spill, adding: ?We?re not saying you shouldn?t drill at all. The risk has to be minimized to that extent that is reasonable.?

Jets quarterback Mark Sanchez has taken a lot of criticism from fans and the media. But he says he has no doubt that within the locker room, he has unconditional support.

Asked at his press conference today if he is confident that everyone in the locker room supports him, Sanchez answered, ?Absolutely, no question.?

Sanchez offered a similar answer when asked if he thinks he has improved during his three-year NFL career.

?No question, absolutely,? Sanchez said. ?Whether it?s defensive recognition or clock management and stuff like that, understanding the offense and the system, I?m light years ahead, so it?s been a great run so far and we?re not done yet. Hopefully, we?ll get a win and see what happens.?

But watching Sanchez, it?s hard to see how he has really improved in terms of his defensive recognition and clock management. He still makes too many mental mistakes, and he wastes timeouts too often to claim he has improved at clock management.

Ball security is also a huge problem for Sanchez, who fumbled 10 times in his rookie year, nine times last year and has fumbled 10 times this year. Those ball security problems were largely overlooked in his first two seasons because the Jets recovered seven of his 10 fumbles his rookie year and eight of his nine fumbles his second year. But this year the Jets have only recovered two of Sanchez?s 10 fumbles, and the problem of a quarterback who puts the ball on the ground too much has become more apparent.

Ultimately, Sanchez probably got too much credit when the Jets got to back-to-back AFC Championship Games in his first two years, and now he?s probably getting too much blame for the Jets likely missing the playoffs.

?We went to the AFC Championship two years in a row, so there is only one more step to make really, win that game and then go win the Super Bowl,? Sanchez said. ?With those expectations, that?s fine. When things don?t go right, people are going to immediately question me.?

No one said playing quarterback for the New York Jets would be easy.

Orangutans use iPad tablets too

Orangutan iPadIf you thought humans were the only ones who could enjoy themselves playing around with the iPad ? think again. Some folks over at the Milwaukee County Zoo in Wisconsin recently discovered that humans weren?t the only one who knew how to appreciate a tablet ? apparently orangutans do too. According to reports online, the orangutans were fascinated with their photographs being shown on the tablet, and with watching video clips of other animals.

The orangutans also enjoyed programs like Doodle Buddy (a drawing app), Magic Piano (to create music) and simple games like Koi Pond. Right now the animals are being observed to see how they interact with the iPad tablets so that developers can come up with more orangutan-optimized apps in the future.

While the apes enjoy playing with the tablets, they have to do so through their enclosure?s metal bars to touch the screens. If they got a hold of the tablet, they would attempt to take it apart. Orangutans also tend to urinate on everything, so they?ll need to find a way to waterproof and safeguard the tablet before they can leave the iPad in full possession of the apes.

With a number of zoos expressing their interest to join the Apps for Apes program, this ape-iPad combination should be here to stay for awhile. In the meantime we?ll just sit back and wait for the day that Apple opens up an Ape apps section in the Apple App Store.

Rampaging wild elephant kills Indonesian farmer (AP)

BANDA ACEH, Indonesia ? A rampaging wild elephant has trampled a farmer to death on Indonesia's Sumatra island.

Nyak Cut, a paramedic, says three farmers in Geumpang village in Aceh province were trying to drive away a herd of wild elephants from their fields Saturday when one of the animals charged, sending the men fleeing.

Cut says one of the farmers, 60-year-old Muhammad Amin, was trampled to death after he stumbled and fell.

He says villagers have threatened to kill the elephants if authorities fail to protect their farms.

Only 3,000 Sumatran elephants are believed to remain in the wild. They're threatened by their shrinking habitat, with jungles being cleared for commercial farming or felled for lumber. The elephants sometimes venture into inhabited areas in search of food.

Kinect in space? Researcher wants to use Microsoft device to weigh astronauts

With the expansion of Microsoft?s Kinect beyond the Xbox 360 to Windows, computer scientists and researchers are coming up with all sorts of novel uses for the motion sensor and camera array built in to the device. But here?s a new one: weighing astronauts in space.

New Scientist reports that?Carmelo Velardo, a computer scientist at?Eurecom?in France, is proposing to use Kinect in that way at the International Space Station, replacing much larger and more complex systems for tracking the weight of people in space. Here?s how it would work, according to the New Scientist article.

Along with colleagues at the Italian Institute of Technology?s Center for Human Space Robotics in Torino, he used the Kinect?s depth-sensing ability to create a 3D model of an astronaut. Then the team ran their calculation using a statistical model that links weight to body measurements based on a database of 28,000 people. Velardo?s estimates are 97 per cent accurate, corresponding to an average error of just 2.7 kilograms, which is comparable to the current method used on board the ISS.

A NASA scientist tells the site that the idea appears feasible, but changes in body density in space mean that the approach would still need to be tested to make sure the tests on Earth hold true in zero gravity.

Richard Hay, who originally brought the New Scientist article to our attention, jokes in a post that the introduction of Kinect in space could have a side benefit: ?Maybe a little Dance Central action amongst the astronauts??

'Anonymous' hackers target US security think tank

(AP) ? The loose-knit hacking movement "Anonymous" claimed Sunday to have stolen thousands of credit card numbers and other personal information belonging to clients of U.S.-based security think tank Stratfor. One hacker said the goal was to pilfer funds from individuals' accounts to give away as Christmas donations, and some victims confirmed unauthorized transactions linked to their credit cards.

Anonymous boasted of stealing Stratfor's confidential client list, which includes entities ranging from Apple to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses.

"Not so private and secret anymore?" the group taunted in a message on Twitter, promising that the attack on Stratfor was just the beginning of a Christmas-inspired assault on a long list of targets.

Anonymous said the client list it posted was a small slice of the 200 gigabytes worth of plunder it stole from Stratfor and promised more leaks. It said it was able to get the credit details in part because Stratfor didn't bother encrypting them ? an easy-to-avoid blunder which, if true, would be a major embarrassment for any security-related company.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos.

Lt. Col. John Dorrian, public affairs officer for the Air Force, said that "for obvious reasons" the Air Force doesn't discuss specific vulnerabilities, threats or responses to them.

"The Air Force will continue to monitor the situation and, as always, take appropriate action as necessary to protect Air Force networks and information," he said in an email.

Miami Police Department spokesman Sgt. Freddie Cruz Jr. said that he could not confirm that the agency was a client of Stratfor, and he said he had not received any information about a security breach involving the police department.

It soon became clear that proprietary information about the companies and government agencies that subscribe to Stratfor's newsletters did not appear to be at any significant risk, and that the main threat was posed to individual employees.

Hours after publishing what it claimed was Stratfor's client list, Anonymous tweeted a link to encrypted files online with the names, addresses and account details.

"Not as many as you expected? Worry not, fellow pirates and robin hoods. These are just the "A''s," read a message posted online that encouraged readers to download a file of the hacked information.

It also linked to images online that it suggested were receipts for charitable donations made by the group manipulating the credit card data it stole.

"Thank you! Defense Intelligence Agency," read the text above one image that appeared to show a transaction summary indicating that an agency employee's information was used to donate $250 to a non-profit.

One receipt ? to the American Red Cross ? had Allen Barr's name on it.

Barr, of Austin, Texas, recently retired from the Texas Department of Banking and said he discovered last Friday that a total of $700 had been spent from his account. Barr, who has spent more than a decade dealing with cybercrime at banks, said five transactions were made in total.

"It was all charities, the Red Cross, CARE, Save the Children. So when the credit card company called my wife she wasn't sure whether I was just donating," said Barr, who wasn't aware until a reporter with the AP called that his information had been compromised when Stratfor's computers were hacked.

"It made me feel terrible. It made my wife feel terrible. We had to close the account."

Stratfor said in an email to members that it had suspended its servers and email after learning that its website had been hacked.

"We have reason to believe that the names of our corporate subscribers have been posted on other web sites," said the email, passed on to The Associated Press by subscribers. "We are diligently investigating the extent to which subscriber information may have been obtained."

The email, signed by Stratfor Chief Executive George Friedman, said the company is "working closely with law enforcement to identify who is behind the breach."

"Stratfor's relationship with its members and, in particular, the confidentiality of their subscriber information, are very important to Stratfor and me," Friedman wrote.

Repeated calls to Stratfor went unanswered Sunday and an answering machine thanked callers for contacting the "No. 1 source for global intelligence." Stratfor's website was down, with a banner saying "site is currently undergoing maintenance."

Wishing everyone a "Merry LulzXMas" ? a nod to its spinoff hacking group Lulz Security ? Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted.

"They took money I did not have," he told the AP in a series of emails, which did not specify the amount taken. "I think 'Why me?' I am not rich."

One member of the hacking group, who uses the handle AnonymousAbu on Twitter, claimed that more than 90,000 credit cards from law enforcement, the intelligence community and journalists ? "corporate/exec accounts of people like Fox" news ? had been hacked and used to "steal a million dollars" and make donations.

It was impossible to verify where credit card details were used. Fox News was not on the excerpted list of Stratfor members posted online, but other media organizations including MSNBC and Al-Jazeera English appeared in the file.

Anonymous warned it has "enough targets lined up to extend the fun fun fun of LulzXmas through the entire next week."

The group has previously claimed responsibility for attacks on companies such as Visa, MasterCard and PayPal, as well as others in the music industry and the Church of Scientology.

U.N. condemns Damascus bombs, expresses grave concern (Reuters)

BEIRUT (Reuters) ? The United Nations expressed grave concern about twin suicide car bombings in Damascus and condemned the attacks that killed 44 people and lent a grim new face to the uprising in Syria.

With world powers arguing about details of a U.N. resolution on Syria, U.N. Secretary-General Ban Ki-moon called for an immediate end to the bloodshed and urged the Syrian government to implement a peace plan proposed by the Arab League.

The first batch of 50 Arab League monitors will head to Syria on Monday to assess whether Damascus is abiding by an Arab peace plan, Egypt's state news agency reported on Friday.

European and U.S. officials want the U.N. Security Council to impose an arms embargo and other sanctions on Syria's government because of its nine-month-old crackdown on protesters against the rule of President Bashar al-Assad, which U.N. officials say has killed more than 5,000 people.

The suicide bombs, aimed at two security buildings, sent human limbs flying and streets in Syria's capital were littered with human remains and the blackened hulk of cars.

Foreign Ministry spokesman Jihad Makdesi said the attacks were carried out by "terrorists (trying) to sabotage the will for change" in Syria, and followed warnings from Lebanon that al Qaeda fighters had infiltrated Syria from Lebanese territory.

Some of Assad's opponents said the suicide attacks could have been staged by the government itself.

The U.N. Security Council condemned the "terrorist attacks."

"Terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security, and ... any acts of terrorism are criminal and unjustifiable," its statement said.

"EXTREME OPPOSITION"

Western powers say government security forces have been responsible for most of the violence in Syria. But Russia, an old ally of Damascus, wants any resolution to be even-handed.

"If the requirement is that we drop all reference to violence coming from extreme opposition, that's not going to happen," U.N. ambassador Vitaly Churkin said in New York after Russia submitted a revised draft resolution to the council.

"If they expect us to have arms embargo, that's not going to happen," he said. "We know what arms embargo means these days. It means that - we saw it in Libya - that you cannot supply weapons to the government but everybody else can supply weapons to various opposition groups."

German Ambassador Peter Wittig said the latest Russian draft did not go far enough. "We need to put the weight of the council behind the Arab League," he said.

"That includes the demands to release political prisoners, that includes a clear signal for accountability for those who have perpetrated human rights violations."

Assad has used tanks and troops to try to crush the street protests inspired by other Arab uprisings this year. Such rallies are now increasingly eclipsed by an armed insurgency against his security apparatus.

But Friday's blasts signaled a dramatic escalation.

"It's a new phase. We're getting militarized here," said Joshua Landis, a Syria expert at the University of Oklahoma who felt Friday's bombs were a "small premonition" of what may come in a country that some analysts see slipping towards civil war.

"This is when the Syrian opposition is beginning to realize they are on their own," he added, referring to Western reluctance to intervene militarily in Syria.

MANGLED BODIES

The interior ministry spokesman said 166 people were wounded by the Damascus explosions. It broadcast footage of mangled bodies being carried in blankets and stretchers into ambulances, a row of corpses wrapped in sheets lying in the street.

The United States condemned the attacks, saying there was "no justification for terrorism of any kind" and that the work of the Arab League should not be hindered.

There was no immediate claim of responsibility. Al Qaeda are Sunni Muslim militants. Assad and Syria's power elite belong to the Alawite branch of Shi'ite Islam while the majority of Syrians, including protesters and insurgents, are Sunnis.

"I'm defending my people," Ali, 45, an Alawite factory worker issued by police with a gun which he has used against protesters in the city of Homs, said in comments passed on to Reuters. "We can't let them topple the regime, they'll go after us and kill us all."

Syria has generally barred foreign media from the country, making it hard to verify accounts of events from either side.

The opposition Syrian Observatory for Human Rights said 15 civilians were killed outside the capital on Friday, eight of them in Homs.

The Arab League peace plan stipulates a withdrawal of troops from protest-hit cities and towns, release of prisoners and dialogue with the opposition.

Damascus says more than 1,000 prisoners have been freed since the Arab plan was agreed and the army has pulled out of cities. Anti-Assad activists say no such pullout has occurred.

Syrian Oil Minister Sufian Alao said on Saturday that his country's oil production had fallen by about 30 to 35 percent as a result of sanctions imposed on Syria over its crackdown.

The European Union has stepped up its sanctions against Syria's oil industry, including blacklisting state-owned firms. The Arab League has also imposed sanctions on financial and other dealings with Syria.

Photo exhibit in Boise offers a glimpse of an influential artist?s take on Mexico?s move into modernity

Agustin Victor Casasola was one of the first in Mexico to realize the power of images and to crusade for their collection and preservation.

Ninety-two photographs from the Casasola Archives, the massive photojournalistic collection he amassed during his lifetime, are on exhibit at the Idaho State Historical Museum through Jan. 14.

The exhibit is the result of a partnership between the museum and the Consulate of Mexico?s Boise office. Previous partnerships included celebrations and exhibitions for Dia de los Muertos, this year and last.

The museum recognized Casasola?s historic importance and his understanding of ?the decisive moment,? to borrow a phrase from Casasola?s admirer, the photographer Henri Cartier-Bresson. Cartier-Bresson wrote of understanding not only the significance of a happening, but the right second to photograph it.

?It?s also important that we have this particular exhibit here because of the number of Hispanic people living in southwestern Idaho. It gives them a sense of inclusion,? said Anne Schorzman, museum staffer.

The consulate is eager to share the exhibit and other aspects of Mexican culture and history with Idahoans of Mexican and other backgrounds, said cultural attache Valerie Mejer.

The photographs, which capture an immediacy and intimacy despite being as much as a century old, are powerful for all audiences.

Images include a man, smoking, awaiting his execution; urban policemen with the gaze of a young Michael Corleone; and circus performers, revolutionaries and courtroom observers.

?He wanted to capture real people doing real things, even in a time of great unrest,? said Schorzman. One of her favorite photos was shot from a rooftop, looking at the street below, with men in sombreros packed together, demonstrating for higher wages.

?Casasola somehow understood those moments,? she said. ?The only explanation is talent.?

A CRITICAL ERA

The exhibit?s focus is a significant time in Mexican history, said Mejer.

Photographs span the years 1910 to 1940, from the beginning of the Mexican Revolution to the decades following as Mexico entered the age of industry and modernism.

?Casasola is one of Mexico?s treasures,? said Mejer. ?Not every Mexican knows his name, but even the most humble people would recognize a photo from his archives. They would be as familiar as the photographs of Abraham Lincoln would be to Americans.?

Casasola became a photographer at the turn of the last century. By 1911, one year into the Mexican Revolution, he had founded one of the world?s first photography agencies, the Agencia Fotografica Mexicana.

?He was among the first to understand the value of photographs as intellectual property,? said Mejer.

Casasola was bold. He once climbed a pole in Guatemala to photograph an execution where photography was banned. He was a fine photographer in his own right, but part of his gift was recognizing the talents of others.

His press agency gathered work by photographers like Guillermo Kahlo (father of artist Frida Kahlo), American Edward Weston and many others.

The exhibition now in Boise arrived from Mexico City and has shown in Rome, Paris and New York City, among other cities, said Mejer.

She hopes the consulate, which opened its Boise office in 2009 to serve Mexican citizens living in the United States and strengthen relations between the two countries, will partner with the museum on other projects.

?We?re so happy a museum is embracing us in this way. We have art collections, writers and more, and we can bring them all here,? she said.

?We just need sponsors, and a museum to say yes.?

U.N. urges Libya to sell off uranium cache (Reuters)

UNITED NATIONS (Reuters) ? U.N. experts are urging Libya to get rid of a large cache of "yellowcake" uranium because the warehouse where it is being kept is neither safe nor secure enough for long-term storage, the U.N. envoy to Libya said on Thursday.

Inspectors from the Vienna-based International Atomic Energy Agency (IAEA) completed an inspection of the Tajura nuclear facility in Tripoli and a warehouse in Sabha that stores yellowcake, a concentrated uranium powder, on December 9, U.N. special envoy to Libya Ian Martin told the Security Council.

"In an initial debriefing the IAEA conveyed its overall conclusion that none of the previously reported nuclear materials in either facility had gone missing," Martin told the 15-nation council via video-link from Tripoli.

Former Libyan leader Muammar Gaddafi had a clandestine nuclear weapons program, which he abandoned in December 2003. IAEA and U.S. experts verified at the time that the program was fully dismantled.

While there appears to be no immediate health or radiation risk posed by the uranium, Martin said, the IAEA is encouraging Libya to sell and transfer the 6,400 barrels of yellowcake out of the country because the barrels are deteriorating and the site is not secure enough.

"The present safety and security measures at the facility are not deemed sufficient longer-term," Martin said. "There appears, however, to be no risk of proliferation given the weight and state of the barrels."

Yellowcake uranium, which is not highly radioactive, cannot be used for nuclear weapons unless processed and purified.

MISSING WEAPONS

Martin also confirmed a U.S. finding from last month that Libya's missing stocks of shoulder-fired anti-aircraft missiles - "man portable air defense systems" or MANPADS - appear to be still in the country.

"While the focus of international concern continues to be the potential proliferation of MANPADs, as yet there seems to be little evidence of such weapons systems appearing in neighboring countries," he said.

"Visits at weapon storage sites and brigades throughout Libya suggest that most looted arms may be held by revolutionary brigades or local militias within a limited distance from the looted sites, thereby rendering it primarily a national Libyan arms control and disarmament concern," Martin said.

He added that the U.N. Support Mission in Libya (UNSMIL) had agreed with Libya's Defense Ministry to set up a task force on MANPADS to "facilitate a country-wide mapping of weapons and storage sites and to coordinate the identification, collection and disabling efforts."

The U.N. mission is also working to register MANPADS held by revolutionary brigades, Martin said.

Separately, the United States is working with Libya's Defense Ministry to create an inventory and destroy superfluous conventional weapons around in Libya, he said.

In the chaotic fighting to end Gaddafi's rule, local militias trying to overthrow him raided arms depots and took the weapons for themselves.

The militias are largely loyal to the Western-backed government now in power, but there are questions over how securely they are storing the weapons.

Security experts have said that MANPADS could be acquired by militants or smugglers and taken across Libya's porous southern borders into neighboring Algeria, Mali, Mauritania and Niger.

Martin also said that the Netherlands-based Organization for the Prohibition of Chemical Weapons (OPCW) was making progress in accounting for chemical weapons and materials found at two previously undeclared sites in Libya.

He said that Libya's government submitted to the OPCW in late November a detailed declaration of the materials, which were transferred to the officially declared storage site. The OPCW plans to return in mid-January to work with the government on safe storage for the materials.
